Delegate Skinner moves to Amend the Committee Substitute for HB 4283 on page 6 to strike section (5) and insert the following:

  (5) Beginning on July 1, 2017 and no later than July 1 of each year until 2020, the minimum wage provided under this section shall be adjusted based upon the twelve-month percentage increase, if any, in the Consumer Price Index for all urban consumers as published by the Bureau of Labor Statistics of the United States Department of Labor, based upon the most recent twelve-month period for which data is available, and rounded up to the nearest five cents. The adjusted minimum wage rate shall be published by October 1 of each year, and become effective as the new minimum wage rate on July 1 of each year. In no case shall the minimum wage decrease because of an adjustment of the Consumer Price Index.
